In addition to all the programs, HUD funds approved housing counseling agencies throughout the country that can provide advice on many housing-related topics, including buying a home. Use this map to find one in your state.




Home Buyer Grants



When homeowners default on their FHA loan, HUD takes ownership of the property, because HUD oversees the FHA loan program. These properties are called either HUD homes or HUD real estate owned (REO) property.


This grant is to assist with down payment and/or closing costs. Grants will be provided while funding is available. If you move or refinance before living in the home for 15 years, the grant must be repaid.


To qualify, you must complete a City-funded home ownership counseling program. You must complete this program before you sign an agreement of sale. Your agreement of sale must be signed by the homebuyer and seller after completing housing counseling.


The Texas State Affordable Housing Corporation (TSAHC) is a nonprofit organization that was created by the Texas Legislature to help Texans achieve their dream of homeownership. We specialize in helping people buy a home for the first time.


If you are buying your first home, you can apply for a mortgage interest tax credit known as a Mortgage Credit Certificate (MCC). To qualify, you must meet certain income requirements and the home must meet certain sales price restrictions.


The HomeFirst Down Payment Assistance Program provides qualified homebuyers with up to $100,000 toward the down payment or closing costs on a 1-4 family home, a condominium, or a cooperative in one of the five boroughs of New York City.


Community-based counseling agencies certified by HUD and approved by HPD to participate in the HomeFirst program will promote the program through newsletters, flyers, and seminars; distribute program guidelines; and enroll consumers in Homebuyer Education classes. The counseling agencies will also certify income eligibility for the Down Payment Assistance Program, counsel consumers about program requirements, certify completion of Homebuyer Education classes, and refer consumers to participating lenders for pre-approval. Upon the successful completion of the Homebuyer Education class, prospective home buyesr will receive a certificate that verifies their eligibility for the forgivable loan of up to $100,000 towards the down payment or closing costs on a new home. The certificate is valid for six months, with a subsequent six-month renewal period. After receiving the certificate, prospective homebuyers begin the path to homeownership.


Neighborhood Housing Services of New York City (NHS) administers the program on HPD's behalf. As administrator, NHS works with the homebuyer and the representative from the counseling agency to:

The Access Deferred mortgage is a safe, 30-year, fixed rate mortgage. That means your interest rate will never change. Are you concerned about saving for the down payment? Access Deferred offers a maximum of up to $7,500 in assistance for down payment and closing costs. Your contribution is limited to $1,000 or 1 percent of the purchase price, whichever is greater. So for as little as $1,000 out of pocket, you can get into your new home.


The Access Repayable mortgage is a safe, 30-year, fixed rate mortgage. That means your interest rate will never change. Are you concerned about saving for the down payment? Access Repayable offers a maximum of up to $10,000 in assistance for down payment and closing costs. Your contribution is limited to $1,000 or 1 percent of the purchase price, whichever is greater. So for as little as $1,000 out of pocket, you can get into your new home.


The NJHMFA Down Payment Assistance Program (DPA) provides up to $15,000 for qualified first-time homebuyers to use as down payment and closing cost assistance when purchasing a home in New Jersey. The DPA is an interest-free, five-year forgivable second loan with no monthly payment.To participate in this program, the DPA must be paired with an NJHMFA first mortgage loan. The first mortgage loan is a competitive 30-year, fixed-rate government-insured loan (FHA/VA/USDA) or conventional mortgage, originated through an NJHMFA participating lender. This program is open to qualified first-time homebuyers and provides a 30-year, fixed-rate government insured loan (FHA/VA/USDA) or conventional mortgage. It is the required foundational program for all NJHMFA Down Payment Assistance Program participants.


Buying your first home? The New Jersey Housing and Mortgage Finance Agency's (NJHMFA) First-Time Homebuyer Mortgage Program provides qualified New Jersey first-time homebuyers with a competitive 30-year, fixed-rate government-insured loan (FHA/VA/USDA) or conventional mortgage, originated through an NJHMFA participating lender.


Do You Need Down Payment and Closing Cost Assistance? NJHMFA's First-Time Homebuyer Mortgage Program is the foundational mortgage program that can be combined with the NJHMFA Down Payment Assistance Program, to provide qualified buyers with up to $15,000 as an interest-free, five-year forgivable second loan with no monthly payment that can be used to cover down payment and closing costs.


This program is open to active members of the New Jersey Police and Firefighter Retirement System (PFRS) with one year of creditable service who seek to buy a home (first-time buyer, trade up or trade down).


Active members of the New Jersey Police and Firemen's Retirement System (PFRS) with one year of creditable service are eligible for this program. The interest rate is 30-year fixed. Members may buy a home as a first-time buyer, trade up or trade down.

You may visit our Homebuyer Education class website to sign up for a live virtual class or an on-demand version of the class. Certificates obtained through a RI-based, non-profit, HUD-approved counseling organization are also accepted.

The following down payment assistance programs and/or grants were researched by the team at FHA.com. Please note that all programs listed on this page may involve a second mortgage with payments that are forgiven, deferred, or subsidized in some manner until resale of the mortgaged property.


Funded by the CBC Mortgage Agency, this program offers the ability to utilize an FHA-insured home loan by offering eligible applicants 3.5% of the purchase price to cover the down-payment. The assistance funds come in the form of a zero-interest second mortgage with a 30-year term. This second mortgage will be forgiven if the borrower makes 36 consecutive, on-time payments on the first mortgage.

This program is funded primarily through federal U.S. Department of Housing and Urban Development (HUD) HOME Investment Partnerships Program grants to the City of San Diego that are administered by SDHC.


To qualify, the buyer must obtain a fixed-rate first trust deed loan; have adequate income, a good credit rating; and provide a minimum down payment of 3 percent. Applicants also must attend a homebuyer education class and pre-purchase counseling.
